Colorful Cut-out COWS??

Did any of you guys noticed the colorful cut-out cows {possibly made out of cardboard} grazing on the open fields along the roads of Singapore? What are their motives in sticking those colorful cows in the fields? Are they related to any campaign that's goin on rite now?
It's quite disturbing for some ppl esp for mommies {like me} who love to point out object{s} to their learning babies {like lil' Anaqin}. What did hell are we gonna tell our babies??.."hey look baby..that's cows over there...but errrmm they are not supposed to be in any of THOSE colors ok!!" hehehe
